5. Qualification Requirements for Bidders
5.1 The bidder shall have relevant qualifications, similar project experience, and the supply capacity corresponding to this procurement project.
5.2 The bidder shall be an enterprise registered in China with independent legal person status and the capacity to independently bear civil liabilities.
5.3 The bidder shall have a sound financial status, provide a complete set of balance sheet and income statement of the last full fiscal year, have good bank credit and commercial reputation, and not be under an order of suspension of business or bankruptcy. Assets shall not be subject to restructuring, takeover, or freezing.
5.4 The bidder shall have no record of fraudulent winning of bids, serious breach of contract, or other major violations of law within the past three years.
5.5 The bidder shall have a good record of paying taxes and social security contributions according to law.
5.6 The bidder shall have the equipment and professional technical capabilities necessary to perform the contract.
5.7 Within three years prior to participating in this procurement activity, the bidder shall not have been listed as a dishonest person subject to enforcement. If consortium bidding were allowed, all members would be required not to be listed as such.
5.8 Consortium bids are not accepted for this procurement.
